Congressman Dingell, chairman of the Congressional Committee on Energy and Commerce, is currrently reviewing legislation designed to overhaul the federal regulations governing beauty companies. The Food And Drug Administration Globalization Act of 2008 proposes new registration fees (up to $12,000 per year, with no relief for small businesses), a flood of new paperwork and a host of unnecessary new rules. Unfortunately, the proposal does not address methods for increased enforcement of already under-enforced federal laws and it offers consumers no more protection than the system currently in place. The end result will be a new law which will effectively stamp out small, independent beauty companies while corporate giants are left to flourish…and consumers pay the price via limited choice, a lack of new innovation and no more protection to speak of.
The Indie Beauty Network (IBN), of which Bella Luccè is a proud member, has taken the lead in challenging this unfair legislation. A draft response is headed up to the committee and I’ll be headed to Washington soon to make the case against the law (at least in its current form), along with key industry insiders who share our view. I’m asking that consumers who enjoy personal care products from Bella Luccè and other independent beauty manufacturers join us in the fight by signing a petition from IBN. Consumers are a critical part of this process and it takes just a moment lend your voice to the growing list of people who want meaningful legislation that promotes and supports small business, instead of more bureaucratic red tape that is the death nail of family business.
Don’t worry, Bella Luccè isn’t going anywhere. We’re FDA registered, fully compliant with Good Manufacturing Practices (cGMP) and ready to pay whatever fees are federally mandated. Yet, if these laws were in place when I started this company 5 years ago, we never would have gotten off the ground and startup beauty companies will drop like flies if this is enacted.
